Now, looking inside my DVR I see that the power rating for the original Samsung 80GB hard drive that came with the DVR is 5VDC --- 0.6A, 12 VDC --- 0.5A .

Well actually the Signal Level is 100% on the HD TV channels but it's the Signal Quality that is fluctuating.
